Current Situation of The HLS


 

The Arab Office for Youth and Environment (AOYE) has gained a lot of the experience through the ultimate living with the harming environmental  problems of Greater Cairo residents that mainly appeared obviously in the last four years by The Hotline Environmental Service Unit (HLS)

 

Ford Foundation was – and still – the real supporter of lasting and continuing such community based action when funding the second phase of the Hotline 2000-2003.

  

Community participation was dramatically increased in many stages of the project that improves the end products aimed from HLS activities, but the real achievement - from our point of view – was their participation in the implementation phase and drawing the project strategy that cope with their needs ….. that was the real success of the HLS in the year 2001.

 

In this regard, The Arab Office for Youth and Environment (AOYE) had a mission of increasing the limits of the service through various channels by involving more partners effectively and to convey the voice of both community and HLS to maximum decision makers of many levels who have the power of change.

The approach of HLS in this period was to sustain the credibility and trust between the complainers and the HLS, to receive more calls and to work swiftly with partners to get the solution of environmental problems.

 

 

 

 

The partners were in many cases the main target group of the HLS as main factors of change and improvement. Therefore, a three days Capacity Building Workshop was held for the HLS staff and all partners to set up a strategic action plan for the Service as permanent activity on the long term and for the two years 2001-

2003 on the short term.

 

The Capacity Building workshop refreshed dramatically the capabilities of the partners as well as the HLS staff in addition to AOYE top management and got the power of getting better starting for two years action plan to reach and advocate the environmental problems for more people in greater Cairo and to deliver better service.

youth participation has strong existence in the year 2001 as HLS succeeded in setting up a strong equipped well trained youth base to be the new power of the service in advocacy of youth participation in learning not only the reality of their environmental problems and trying solving them but also valuing the level of serious ones, monitoring them and writing brief reports to be added to the Database showing the real status of the complains in their neighborhood and surrounding districts.

Another success: has happened in this year 2001 that the hotline environmental service (HLES) honored to get the evaluation of the best public service in Egypt from external evaluators that lets HLES selected to be an advisory entity for the Egyptian Environmental Affairs Agency (EEAA) public service departments in EEAA main three branches in Cairo, Dakahlia and Alexandria to upgrade the skills of the unit staff to better manage their department towards residents of their correspondent governorates.

 

Many NGOs from outside Greater Cairo requested to replicate the Hotline pilot project in their communities and there are real success trials to get funds for that as AOYE will be the leading NGO for implementation
